(1) O.5 C + H2O = H2 +0.5 CO2 - 90 kJ being Judbarovski process - its variant  +
(2) CO + 2 H2 = CH2 (abbreviature for hydrocarbons) + H2O + 226 kJ, can compensate a heat consume of reaction . (1) 226 - 90 * 2 = 46 kJ * 4/ 3.6 = USD 50.0, or being converted in electricity sold at 25% efficiency and US cents 2.5 / kWh,  it gives (46,000/3.6) kWh * 0.25 * 0.025 = USD 80.0 being more transportable electricity.  
Supposed CO = USD 30/ ton, and USD 120 /ton C, reaction (1) gives H2 = (0.5 *12 * 120 - 80 ) /2 =  USD 320 /ton H2, and from (2) CH2 = ( 30*28 + 2 * 320) / 14 / 7 = USD 14.8 / bbl. 
(3) CO2 + H2 = (formic acid) = CO + H2O + 3 kJ negligible, so CO = (5 *44 + 2 * 320) / 28 =  USD 30.7 /ton CO vs. 30.0 was supposed. 
The said technology offered here  is zero carbon.
